I was unable to locate a user manual for that particular device, however the basic instructions for programming speed dial functions are normally very similar between most phones.
Generally there are ONE TOUCH Speed Dial buttons labelled something like M1, M2, and M3 on the dial pad somewhere.
There should also be another button labelled PROG or STORE on the keypad as well.
Normally to program a number into a ONE TOUCH speed dial memory location you carry out the following procedure:
Lift the handset.
Then press the PROG (or STORE) button.
Now just use the number keypad to dial the full telephone number that you want to store in a Speed Dial location.
Once the full telephone number is dialed, then push the M1 button to store that phone number in the M1 One Touch Speed Dial location.
The phone may or may not show some kind of confirmation that the M1 location was just programmed, then just hang up the handset.
Now when you lift the handset and press the M1 button, the phone should automatically dial the phone number you programmed into it.
Now just repeat the same process for the M2 and M3 One Touch Speed Dial buttons with other phone numbers if necessary.
To change one of the Speed Dial numbers, just carry out the normal programming procedure for that location using the new phone number and the old number will simply be overwritten.

Use menu 2.3.2 to access the number you wish to change. Use the cursor (left and right arrows)to go to the number(s) you need to change, When the cursor is under the digit that needs changing, type in the new number. Continue this process until the number reads correctly. Press SET afterward and the new number should now be saved. Hope this answers your question. All the best!

This may or may not work as my manuals are for the 9xx series but not the 950. Press PROGRAM
to erase press PAUSE and either the BUTTON or LOWER BUTTON (2 keys).
To store a new number, PROGRAM then dial the number you want saved (or press REDIAL) then the BUTTON or (LOWER BUTTON).
I'm guessing this will work, since the other models seem to program the same way.
When phone is on standby press memory-the talk led lite should flash. enter the phone # you want to store then push memeory again. Select the speed dial # you'd like to use for this phone # (0-9) then you should here a tone indicating it was successful. Let me know if this works for you-it should!!

System speed dial codes can be used from any display telephone in the system. System speed dial codes are assigned by your System Administrator. Personal speed dial codes are used exclusively at your telephone. To make a call using a speed dial code: 1. Press FEATURE 0. 2. Enter the two- or three-digit code for the number. Speed dial - programming To program personal speed dial numbers: 1. Press FEATURE *4. 2. Enter a two-digit code from 71 to 94. 3. Specify the external line by pressing a line button, a line pool button, or the intercom button. If you do not specify the external line, the system automatically chooses a line for the call. 4. Dial the telephone number you want to program (up to 24 digits). 5. Press HOLD. 6. Record the code and number you have just programmed. Note: You cannot program personal speed dial numbers while another user is programming your system.
There is no way to clear the settings you would have to re-program the correct setting. Did you program one touch speed dial on the line buttons? I do not see how programming a speed dial could effect accessing the CO lines unless you re-programmed the CO line buttons by mistake. If so, you would need to re-program those soft keys to line buttons.
The manual you have may not cover this? The phone you have can work on a few different Panasonic phone systems. If you need a more detailed manual you will first need to know which Panasonic phone system you have. The phone part number WILL NOT help you determine which phone system you have. There is a main control unit somewhere (basement, utility closet, etc..)
