Is the line still there if you unplug the monitor from the PC and bring up the onscreen display or menu? If so the LCD panel is likely bad, and would be replaced if under warranty. If the line is not there you can try to replace the VGA or DVI cable that connects the LCD to the PC. You can also connect the LCD to another PC and see if the lines are still there to make sure it is not the graphics card on the PC.

Slow starting, no power or a flickering display are all indications of a failing power supply. To correct the problem you will need to replace the capacitors that are failing. You will need to replace 7 capacitors on the board. This does involve a bit of soldering but is an easy thing to do. Look for bad caps first, worst case will be bad IC/MOSFET in the inverter circuits which will need in-depth component level troubleshooting.

Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps).
