First, how high are the flames when turned to high as opposed to the low setting on each of the 3 burners? If there's no significant difference in height between the two settings, here's what I want you to do.
Turn off the gas tank (that's assuming you are using a 20lb LPG cylinder) and disconnect the hose from the tank. Wait 5 minutes and reconnect the hose to the tank. Turn the Tank Valve ON very, very slowly, until it's fully open. Now, light each burner individually turning them to high. Are the burner flames higher than before? If so, you just solved your problem.
Remember to turn the tank ON very, very slowly after turning it off to change the tank or if you turn the tank off after each time you grill. Also, when grilling preheat the grill with the lid closed, after lighting the burners.
