win 10 does not recognize that mail server so you may have to reinstall that mail system
if you have troubles take it to a computer shop and ask them to install it

Try removing the battery while the phone is on, and then replacing the battery and powering on the phone. Sounds strange, but Im suprised how often it works.

If you mean the State of Ohio MARCS system, then you need a digital trunking scanner. The Radio Shack Pro-96 and PRO-2096 will work as will the new GRE 500/600 units and a couple of Uniden Bearcats. They must say "Digital Trunking" or "P-25" for it to work on Ohio MARCS.
If you can send packets but not receive, then the hardware is ok, it is a setting on the card that is incorrect or the Windows connection repair has changed the card address.
If your router is set at Automatic DHCP then it should give your card the correct IP address and also DNS.
