If you get the Toshiba screen, the expensive bit is OK as it has finished POST.
As the laptop starts, press F8 and choose safe mode. Let it boot up and when it has run CHKDSK/F to try and repair errors.
If that does it, no problem. Give it a go and come back if it doesn't work as you will have to choose recovery.

Try loading it into safe mode, to do this turn off your computer turn it back on and as it starts up hit F8 over and over until you get a black screen with white text that you can scroll through. Then look for something that says "Start windows in safe mode" and select that with the arrow keys to move and the enter button to select. If windows does not enter in safe mode, you may want to post clearer information as to what happens when it loads/doesn't load.

The drivers for the hardware don't exist for windows 8. You need to format. turn on holding the 0 key. follow steps to set to factory defaults, save your pictures and documents first cause this will erase them.

When your toshiba splash screen is showing on startup, press F8 continuously, then you should get some options, go to the one that says safe mode. After loading windows in safe mode click start, search, and type system restore. Open system restore, find a date where your pc was working correctly and click restore. If this doesn't do it on the toshiba spash screen (if you have a new enough laptop) there will be an option called system recovery usually f11 key, this will restore your pc back to its factory state and should resolve any problems your having. If you don't have that option go to https://www.csd.toshiba.com/cgi-bin/tais/support/jsp/serviceUnitVerification.jsp and see if you can order a set of recovery disc's for your model, they usually run from $25-$30. Hope this helps.

The easy answer is to:
For Windows, Click the Start Button, then Click Shutdown and then click the restart option, but this depends on what version of windows. If this doesn't work, please clarify with the version of Windows.
If your laptop is frozen, hold the power button down for several seconds until the laptop turns off. Then click the power button again to turn it back on.
As a last resort, you can remove the battery. Wait 5 or so seconds, re-insert the battery and click the power button to turn it back on.

Toshiba satellite C655 laptop has black screen with blinking cursor. It did complete some Windows updates. I was on the Internet then my laptop just shut down and it in this black screen with blinking...

Turn the computer off all of the way by holding in the power button until it shuts off.

Turn it back on and immediately start tapping the F8 key. It should bring you to a menu that has an option for going to "Last Known Good Configuration". Choose that option and see if it boots up.

If pressing F8 doesn't bring you to the menu - you may need to run diagnostics on the computer. To get to the diagnostics, attempt to boot to the Boot Menu by pressing F11 or F12 at the boot screen and see if it gives you the option to run diagnostics.

Toshiba laptops have a built-in recovery mode on the system wherein you don't need to use a disc to restore it to factory default. The hotkey for the recovery is the 0 key (don't use the key on the numpad if you have one). To activate it, you need to turn the computer off, then you need to hold the 0 key then turn the computer back ON. If you hear a continuous beep, you can let go of the key and It will then say "Windows is loading files". If this doesn't work, that means that this computer doesn't have the hidden partition for you to restore the unit to factory defaults (either it's faulty or it's not there) and you need to order the recovery discs from Toshiba at 1-800-457-7777 if you purchased the computer in the US and for Canada, it's 1-800-663-0378.

If you're still under warranty, they'll give it to you for free.

My toshiba satellite M645-S4045 doesn't want load up the system! How can I turn it on in the safe mode?

To access safe mode in Windows: From a completely powered down state, turn on the computer. At the Toshiba splash screen, start tapping the F8 key (top row of your keyboard). This will load a menu selection that has safe mode. Use the arrow key to highlight safe mode and then hit return. A mess of text will load on the screen and then a few moments later the computer should ask you to confirm you want safe mode.

My Toshiba laptop will not start windows correctly. It turns on and shows me the Toshiba screen but then it turns black as per usual but never turns on correctly.

You can try re-seating the memory module/s. (At your own risk)

Turn off
Remove AC Adapter
Remove Battery
Turn over your laptop.
Find small cover-plates and remove.
Remove RAM and then reinstall RAM
Replace coverplate and battery
Plug AC Adapter and start PC

Screen turns off

you have a bad inverter board, this feeds hi-voltage to the lamps that create the display. common for LCD screens
or the back light lamp.
