Generally the oven element is the most common thing to go followed by burnt wiring at the oven element terminals. If this oven has an electronic timer the timer needs to be in manual mode for the oven element to turn on. If the oven indicator light is coming on then it will be in manual mode and the element or wiring as mentioned above will probably be the problem. If the oven indicator light is not coming on then the timer is probably on auto.

Hotpoint oven won't heat above 250 degrees broiler works fine as well as the stove top

either its the oven sensor rod located at the top of the ovens cavity,or your bake element could be getting a hot spot which is when it gets a discolored spot in the element and can no longer pass sufficient current to heat the oven past 250 degrees
