usb1.1 is slower than usb2 version, but should read your hard disk,, try connecting with other usb port, some times windows errors effect in detecting,,and sometimes,, problem in usb port connection

When you turn on the laptop hit F9 Key once you will hit F9 Key it will show you BIOS in the Bios if hard driver is detected or not.
If not than reseat the hard drive if that doesn't showshard drive in BIOS than Hard drive is faulty need to get hard drive replaced.
Is the 20Gb hard drive a 2nd hand one?
The hard drive could be faulty, does the BIOS setting detect the hard drive?
Try installing XP again and if it doesn't find a hard disk it could be faulty.
Test the 20Gb hard drive by connecting it to an USB hard drive adapter and plug it into a working computer's USB port. If this computer detects it as an external hard drive and you can see the various folders and open files, then the hard drive is OK and you could have a fault with the disk controller in the T23.
The Thinkpad T23 is old, and would not worth fixing. Save your money on a new one.
The problem with your laptop is that the hard disk or the disk controller has failed and therefore cannot find the operating system on the hard disk. The error message states that it can't see the operating system that is on the hard disk.

If the hard disk is the only thing that has failed then you can buy a new hard disk and install Windows operating system on it to get a working laptop again. You will also most likely need to download the device drivers (ie. video, audio, modem, LAN adapter etc.) from IBM to install after the Windows installation.
Try to borrow a 2.5" drive or get a cheap one from a computer market and fit it to your laptop to see if the BIOS can detect the hard drive. If it works then outlay some money to buy a decent size hard drive, no point wasting money if the laptop is faulty.

Ah! Passwords.... Do you see anything about WINDOWS before it ask? Then its a windows password and you can go hunt all over filesharing land for a PE disk, preferably a Winternals PE disk.. or be nice and buy one.. On a borrowed computer of course..
Nothing about windows before it asks for a P/W? Oh goody bios password... Much more trouble.. On IBM machine really nasty... Your HD is probably locked too.. You can spend hours on google after this, but you may have a brick.. or be looking at building a custom board with instructions from this guy in Australia, hooking teeny tiny wires to a chip on your laptop baord, running a program and sending the result and $25 to him.. IBM laptops=great bloody bios password security.. Oh.. Co. up in Canada does it for $400, after proof you own the thing..
