Hi,

Normally washers sit on the floor and are drained, by a 'bent pipe', either into their own waste pipe or into a shared sink system. The higher the waste pipe is the harder the drain pump has to work to push the water out. Normally this should not be a problem as the pump should be powerful enough for the task!
So- the answer really is that it is not the washer height which matters but the waste height- and even then not much!

Water is running out of the hose

What hose? Intake or drain hose?
If the drain hose makes sure you follow the user manual and set the drain end to the proper height. If it is too low you will not be able to fill the washer. It will just continue draining.

Wib111 drains but not spinning, also repeating cycle

Check your fault codes. I have had to raise the discharge hose to 1" to 1 1/2" above the back of the washer, then connect to the drain tube. Height of the discharge hose can cause cycle to not operate properly, like fill and drain at the same time and won't cycle properly.

Want to know the proper length of the drain hose from washer to drain. I can shorten it to about 6" if need be

You cannot shorten it to 6 inches. The pipe must go up from the bottom exit up to nearly the height of the washer then down anywhere to drain pipe in wall or washbasin. But the drain hose must go first up and then down - important.

30 degrees or 30 inches. The drain stand pipe is separate from the washer and usual plumbed in behind the washer. You bring the the drain hose up to the top of the standpipe and then push the end (forming an upside down U at this point) into the top of the open 2-3" diameter PVC pipe and secure it so that it won't back out (but do not seal the opening). Nylon ties or hose clamps will work. The height requirement is so that the bottom of the hose in the standpipe is above the water level in the washer - this avoids the drain siphoning the water out of the washer. Check how far into the standpipe the drain hose has been pushed. If it is below the level of the water in the washer, back it out. Check the height of the standpipe. Many washer manuals recommend a 34" standpipe (max height of 48") based on the drain hose length on the down side of the U. Also make sure no one sealed the top of the standpipe against air entering the pipe. (Often this is done because of a back up in the drain, pull the drain hose out and get the pipe cleaned out and then put the hose in to the proper distance. Then leave the top of the standpipe open.)

I think you may be right about the pump is working to hard. May need to replace it.

When filling my washer the water drains out of the drain hose faster than it goes in, whats wrong?

The first thing to check is that the drain is at the proper height. If the drain is too low the water wll just run out. See the diagram that I am attaching. Hope this helped and best wishes.

My whirlpool washer Type 111, will not fill with water. It just drains and not hold the water to begin the wash cycle.

When washer spins dry, and new load placed in washer the water continues to drain while tub should be filling, sometimes i can run the spin cycle again then it will work

Have you checked you drain pipe for proper installation? You may be experiencing a "siphoning" problem. The following link explains:

My washer won't stop draing as it fills

Does the washer makes a full cycle properly and only problem is water's constinously draining ? If this is the phenomena, verify that the pipe discharged to the drain hose (the pipe that water going out from the machine)is at washer height up to one foot higher. Goog luck !
