Disconnect and reconnect both ends of the video cable (while the computer and monitor are both off). Also disconnect and reconnect the power cable. Is the power cable plugged into the same surge protector as the computer? And also try a different outlet on the surge protector for the monitor.

SOURCE: Dell E172FPt 17" TFT LCD Flat Panel Monitor powers

It will need parts or board repalcement.
Board is only $30, http://www.lcdrepair.us/e172fpt-inverter-power.html

If you are going to DIY and already try the monitor with another PC, and have proper tools and know safety precaution then please read on:
Most common failures in the LCD monitors are bad capacitors (bulging top/seal or leaking) in the power supply (they should be replaced in a set), blown fuses; poor solder joints, failed inverter circuits (blown fuse, shorted transistors, shorted/open transformers), bad lamps (poor solder connections or worn out lamps). You will need to open it up and inspect the inside, see example of failed DELL monitors to get some ideas what to look for: http://s807.photobucket.com/albums/yy352/budm/
Post back what you see inside so we can guide you further and it will help out other people in the future also.

Zaheer khan,
To unlock the monitor controls and get rid of the lock you can press and hold the menu button in for 20 seconds. You can also try the information listed in the link below.

Dell monster power button flashes green

This would seem to suggest a lack of power from the PC. Check the cable from the graphics adapter (usually blue if VGA) and the connection to the monitor itself.

Dell monitor e17s fbp.. wont turn on

Flashing power LED light means you may have shorted (Emitter to Collector) out transistors (c5707) or bad fuse (fuse has high resistance) PF751. Those are what you need to check. see pictures here: http://s807.photobucket.com/albums/yy352/budm/Dell%20E173FPb/

Dell 17" lcd manufactured 2004 wont turn on.

Well first off if its that old the warranty is up im sure. Second they won't deal with you since you are not the one who bought it. I'm sorry I had a similar problem to that altho I had bought the screen and it did the same thing a week after the warranty was up.

Dell 17" lcd manufactured 2004 CN-0F5035-64180-48G-1X2S wont turn on. power button flashes green, no display will come on. can i get a repleacement from dell? i bought it from a friend.

Dell will not give you a replacment since you were not the one whom purchased it...if you were they would only give you one if it was still under warranty.

Can you try hooking it upto another tower to see if the monitor is at fault and not the PC.

Did you friend show you that it was running before you bought it. Perhaps he sold you a monitor that was about hit the end.

17 in dell monitor

Please disconnect the Monitor Data cable from Computer.
If you see Dell Colored bars, it means, monitor is working fine,
If still black, please ask for replacement, since Monitors have 3 years of warranty if not purchased with the computer.

Now connect the cable back to computer and turn the computer off by holding the power button on computer and turn it back on...

Blinking Green shows that computer is in sleep mode......

Hope this should resolve the issue.

Monitor problem

Try unplugging the video cord from the computer.
If it does the same thing then it is not detecting your cord.
If so, try a new cord.

What does it say on the screen if the above does not fix it.

Dell E172FP 17 monitor keeps blinking

That sounds like the backlight inverter board. Check ebay for the board or a repair kit for it.
