Just like any cooling system, they are highly dependent on the heat exchangers being clean. Over the years, they will collect dust, dirt, insects, human hair, etc., that eventually clog the heat exchangers, radiators, condenser coils, or whatever you want to call them.
Unplug the refrigerator. Pull away from wall. Remove rear panels (no special tools required). Once panels are off, you can see the compressor and condenser coils, and all the afore mentioned dust accumulations. Clean everything carefully.
Once done, put it back together, turn it on and allow 24 hours to determine if cooling capacity has returned. It is very useful to have internal thermometers to test your freezer and fridge temps before/after.
Now, if no improvement, then your thermostat could be failing, preventing the compressor from running long enough.
However, before going down a long laundry list, perform the cleaning steps first, then report back for additional support.

Make sure it is not frozen over inside so unplug it and empty it out and let it thaw open doors for at least 2 days then try it again it might just be frozen over with ice

Unless specifically made for use in a garage most units won't work properly. The owners manual should say what the temp range for proper operation is (usually 55F is the low range). This is because the refrigerator section doesn't need to be "cooling" to maintain 37F if the temps on the outside are below 55F. These things are made to work in a 70F room and will not work properly if under 55F. Stupid thing thinks it's cold enough so it will never turn on, the refer section will stay cold/cool due to outside temps but since the compressor never runs the freezer will just be the same temp as the refer section (at best). Sorry, but in order for a freezer or refrigerator to work in an unheated space it must have the temp control device controling the freezer section NOT the fresh food section. In other words, that model will not work in a garage unless the temps are above 55F always.

you may be low on freon or have a freon leak...youll need to call a serice repairman to come check it but it sounds like its low on freon

Any refrigerator should last around 14 yrs. The freezer must be frosted up. I would try to defrost it and then start it back up. If you have a defrost problem you will see this again inside of a week. Also make sure the evaporator fan is operating.
