open the back of the computer , remove plastic cover , there you will find a battery, Lithium (size of a quarter), discoonect the connection for 30 seconds , place it back
if no connection present, remove the battery (carefully) and place it back after 30 seconds

the A8 has OS, windows, my guess but what version and as you can see the wifi is dead.
why not use Ethernet cable, (or are you sitting in Starbucks).
wifi dead has 4 basic causes, (PCs are complex)
1: the card is missing, in the PC, it was an option new, it plugs in , open bottom hatches see it? or the antennas fell of the 2 pins on car, look again.
2: the driver is missing or wrong one loaded or is corrupted, well get it at Toshiba.com
learn that FIXya has to books or drivers.
the book is at Toshiba.com 24/365
3: the OS unstated by you is corrupted. XP will be that, and hopeless THAT. year 2014+
4:the laptops mostly have this control
strip panel above the keyboard, one button is wifi, if the driver (not same as above)
is missing, wrong ,or corrupted, the button will be dead, so, load all the drivers for you PC matching your unstated OS at Toshiba.com end story
