These machines are highly complex, computerised and require dealer servicing at least one a year. You can't just guess it may need a pump. The chemical odor is worrying.

Although this is the wrong category, refrigerators, from my experience with espresso machines I do believe that a water treatment system would be in order, this will solve your problem.
