Most electric ovens have 2 fans. One is a fan forced fan at the back of the oven cavity that you can generally see spinning when the oven/fan forced option is selected. The other is a cavity fan which is situated between the outer skin of the oven and the oven itself. There are generally located at the top of the oven. Because the oven is a wall oven that sits in a tight cavity it cannot cool down easily. The job of the cavity fan is to cool this cavity down by blowing the hot air in the cavity out a small hole, normally in the front of the oven. When you turn the oven off this fan might operate for 5 to 10 minutes until the oven cavity cools sufficiently. If there was no cavity fan the oven and/or cupboard would overheat.

actually it takes less time to heat up and cook with the fan running
That is why it is called a fan forced oven as the fan forces the hot air all around the oven , heating it quicker and giving a better cooking result by moving hot air all around what is being cooked

The fan runs when power to the cooker is on but the oven itself is not switched on.

Probably the cooling fan. There is a cabinet thermostat on most ovens these days (Especially wall or underbench models) to keep the cooling fan running after the cooking has finished and oven turned off. This fan will run for a few minutes to cool down the outside of the oven so it doesn't burn / discolour the surrounding cabinet or workbench. If the fan stays on all the time, I would say that the thermostat has probably jammed in the run or on position.

The fan continues to run. How long and will it automatically shut off?

The fan you refer to should be the fan in the oven cavity. It removes hot air from the oven cavity and expels the air out the front of the oven. Once the oven is turned off the fan will continue to operate until the oven cavity has cooled sufficiently. It may run for 10 to 15 minutes and will turn off by itself.

Is the background cooling fan running? Also, look under the oven and if possible take off the kick panel and clean all the rubbish out to ensure the cooling fan can circulate air round. As a check, when you turn any part of the oven on ( Main/top/grill) the cooling fan will run and you will feel a cool draft of air coming out of the gap just above the top of the main oven door. If the fan is not running, this will cause the unit to overheat and the overheat thermostats to kick in, turning the oven off.
If the fan is not running, you will have to take the whole unit out to gain access to the back panel.

Jmw8527AAb Jenn Air Electric Wall Oven

Has anyone done any repairs to the oven lately? It sounds like it's working in reverse. The fan is supposed to come on about 10 minutes after the oven is turned on. The reason I ask this question is if someone did work on it they could have wired the fan relay wrong. If not you have a problem with the oven fan relay. They occasionally short and it wll cause them to run the opposite way they are supposed to.

What do you mean by very hot? Is it too hot to touch? Hot enough to sizzle when a drop of water is put on it?
