does it boot from cdrom? if it doesn't i would assume your logic board is
broken and
somebody has to open the ibook and replace the part. If you want to pay to have somebody do it for you there is a third party iBook Repair Service. However, if you want to do it yourself, the part is
available on ebay. Here's an iBook Repair guide. Maybe a tech savy friend can do it for you.
Many iBook G3s came with optical drives for CDs only, not DVDs; and the decoding software for many of today's popular video formats runs extremely slow on all G3 processors. It's not clear that there is anything wrong with your computer other than its age. The first iBook G3 models were ten years old last February.
