Hi,
There are two types of cable set up with VGA monitors. The newer ones have a cable that is detachable at both ends. In other words the cable can be unplugged from the monitor and the computer. These, of course are easily changed. They can be purchased at places like Best Buys,
CompUSA, TigerDirect.com. Below is a listing on Ebay for a replacement for about 8 dollars including shipping.

If you have the type of cable that is permanantly mounted to the back of the monitor, then you would have an extensive operation to replace the cable and it would likely be more expensive than the monitor was in the first place to replace it.

The 9-pin port on your PC tower is NOT a video port, it is a serial data port. All VGA connectors are 15-pin. Hooking up to the 9-pin port will not get you a picture. There should be a VGA port on the PC, or else a DVI an/or HDMI port. You can get DVI-to-VGA adapters that work, but only if the DVI port is an analog DVI, not if it is a digital DVI (DVI-D or DVI-DD).

Since you don't provide the laptop model, I assume your PC has at least a 15 Pin VGA connector. You will need a 15 pin male VGA to 15 pin male VGA cable, just plug it at the laptop and the monitor, that should do. If your laptop has also an HDMI or DVI or Display Port, you will need a proper cable or adapter.

I am sorry but there is no way to replace just the three broken pins. You can replace the entire vga plug but it requires stripping down each individual wire and soildering a new one on. You can pick up a 15 inche monitor for next to nothing. Try ebay.com you can get a nice flatscreen for a good price. I am sorry.I wish you all the luck in the world.
