The tub turns around the dasher(paddle). You live in a high humid area... to much ice and salt around outside. Plus you need to age the ice cream a few hours after mixing. See your book.
I went to Jarden Consumer Solutions, who owns Rivel, and called the 1-800 number under the Rivel heading and got a replacement dasher for $6.00 + shipping. Took 4 days to show up.

They don't specify the warranty on the site, but I think you would probably be able to get the part replaced under warranty.
