what you want to do, is not possible. Only way to properly write on a form, is that you have the original digital computer version of it, sure you can scan it, but you can not use / write on the same way. Sure you can use the computer to ADD text into the form, if you scan it as a picture, and then use the Microsoft paint program to add text on the fields. But its not the same as having the original digital form to write on.

Or then I'm not informed on how to Scan a form, to turn it into a form and then to fill out that form on your pc.

If you have an OCR (Optical Character Recognition) program to run the images through you can extract the text and edit the document text. Microsoft Onenote has an excellent built in OCR.

Try change the OCR language.

I had the same problem (HP Deskjet F4280, error code 1500:c0:3001) scanning documents with danish language to PDF and OCR language set to English. Changing OCR language to danish solved the problem.

Most of the time a scanner by default, will scan a document in a tif or other image file format. That means that the scanned image is actually very similar to a photograph. In order to edit the text, you first have to convert the image using something that's called OCR software. OCR is a process that the software uses to look at a scanned document image and determine what characters are on the page. It's not always very accurate but that depends on the quality of the scan and on the OCR software being used. You must have received some sort of scanning software with the scanner. Hopefully it containes some sort of OCR software. Some scanners will save you this extra image manipulation by having a setting that allows you to scan directly to a word document. Usually in that configuration, the OCR software automatically knows to convert the scanned document image in order to automate the process. Your printer needs to support OCR(Optical Character Recognition) and you need to have supported software that can scan.

OCR can only scan text that is only text and very legible. You will probably have to retype the document.

Did you tried with any OCR software to convert the Scanned imaged (jpeg) to Word Documen?.Always if you scan anything to an image, it will scan in JPEG format that will consume lot of memory.Scan with OCR(Optical Character Recognition) Software and that will Convert JPEG to word Document which will fix the problem.
The OCR software that i Recommend is ABBY Fine Reader.
