To do the complete troubleshooting, try doing a full system power reset. This is done performing the following, simply disconnecting the power adapter won't be enough:
The
procedure above will reset the system and will re-sync handsets to
cradles. If that does not work, then some of the units comprised in the system is
defective.In that case you will need to replace/repair the faulty handset or the whole system.
From description it sounds like the problem is one of the units. Here a replacement unit.

Try relocating the base unit for testing purposes, to ensure that the unit is plugged into a working electrical outlet. Verify that the in-use charge light is lit. If the problem doesn't correct itself at another outlet, try the unit on a line outside of your home to test

All bases are plugged in and have been for 4 years
I did all that and ordered a new phone
