110 volt home mains supply? 17.9 volts over is pushing it a bit if you get any voltage surges on top of that. Integrated Circuits have a relatively low tolerance.
Strictly from what I'm reading it sounds to me that your PCB has failed, or is failing. You will need to either;
1) Find your specific PCB (There will be a model number on the board itself) and order a replacement online, then install it on your own.
2) If you are not comfortable repairing it on your own, contact a local electronic repair shop and describe the problem as you've described it here and they will be able to further assist you.

I understood that the TV goes on protect mode (standby) when the control pcb is connected.
Please provide details on TV model and details on control pcb. If control pcb is a control board with touch button , look for components shorting with the chassis. If you are talking about digital controller board (big main board) then one of the parts connected to board is faulty.
