Hi and welcome to FixYa, I am Kelly. Depending on just how much you over-filled it yes it will fowl the spark plug. Most of the time though a small engine failing to start is either fuel or ignition related. Remove the spark plug and check for ign. spark and OIL in the cylinder by pulling the recoil through. Reinstall the spark plug (Just a note about an oil fouled spark plug.... if you clean it with fuel you must make sure that it is dry or it will not work. Spark plugs are cheap I recommend you buy a new one.
Try removing the air filter and adding just a small splash of gas into the carb. throat. then see if it tries to start. If it does but does not run you have a fuel supply problem. This is caused by debris in the carb bowl and fuel orifice jet. You will need to clean out the bottom of the carb and the orifice. Possibly there is debris in the fuel tank outlet, the fuel filter or fuel bowl below the fuel selector depending on your engine model. .I can help you with carb / fuel system cleaning procedures but would like a "complete" ENGINE model - type - and serial number so I can pass you the procedures applicable to YOUR engine.

Thanks for choosing FixYa,
Kelly

Spark plugs foul immediately

Fouled plugs may be caused by oil leaking into the cylinder. Does it smoke when running (cold), are you using up the crank oil. Black smoke is excess gas comsumption, blue smoke is oil burning. If your plug is fouled with black carbon, you are most likely running to rich.

My spark plug keeps fouling after about five minutes of running. I take it out and clean it and have also tried to replace it. The mower does not appear to be burning any oil..

Fouling occurs for a few reasons. One is the rings are letting oil by and up to the combustion chamber. Two is you overfilled the oil. Three is you put two cycle fuel in it. I hope this helps you get on the right track.

Why would a spark pluf get fouled in less than a minute of starting on a briggs mower engine?

If there is a great quantity of blue smoke from the exhaust, then oil is entering the combustion chamber. The oil reservoir may be overfilled considerably, or the engine was laid on it's side for some time and oil filled the valve spring area which allowed the oil to pass through the intake valve guide when started. You should be able to clean the plug with spray carburetor cleaner each time it fouls out until the oil source is determined and repaired or cleaned. Hope this helps!

Lawn mower dieing pulled spark plug (oil on plug) cleaned will start and run for alittle bit. clean plug again same result

Oil on the plug might mean you have excessive cylinder wear and it is causing oil to get into the engine and foul the plug.

You can try to a new plug and see if it runs longer before fouling but realistically you are probably looking at getting a new mower very soon.

Oil in air cleaner

Run it minus an air filter until all the oil is off your piston head, you can also try keeping the plug out and ejecting the oil via that access by pulling the cord. It seems like you've already solved the problem, now you're just cleaning up.

Briggs&straton model28n707 type0173-01 won't start

Ours did the same thing. It turned out to be a bent push rod. The intake valve keeps seizing after it's shut off. We free the valve, straighten the push rod and it will run till we shut off. Then same thing. Valve seizes and bends the push rod. We have a call into Sears to see if warranty will fix.....
