The picture on our samsung HP-R4272 started having lines go through it for a couple of weeks. The problem would only last for a little while, then it would be fine. Now the picture is out, completely black. The TV turns on but no picture at all. What is wrong and can it be fixed?

This is caused by the LCD panel shifting in it's mounts. You will need to disassemble the frame holding the LCD screen in place and re-center it. The lines will take some time to go away as the set warms up, but be patient, they usually disappear over time.
It is possible that there is a loose connector inside of the set. BUT if you are not a trained tech have a trained Samsung tech troubleshoot the set because there are thousands of volts inside and will bite you, I know.
first is it still under warranty through the manufacturer samsung is verry well with wanrranties
It sounds like it is most likely the plasma gas itself and in that case it would cost way more than what you could purchase another one for.
by the time you have a tech come out and fix the plasma gas tube itself yould be looking well over 1000

16:9 is the widescreen mode, the other size is 4:3 ratio which is what the game's native size, it is picture boxing by the plazma is showing the size as not to distort the image, to get the full screen picture, but make sure it's not the plazma's setting first - where it selects the size of the image, you may have the streched version on your normal play.

I found this in the user manual. From what you've said I would check the second paragraph first. I hope this works for you.
On your computer check; Power, Signal Cable.
The TV is using its power management system.
Move the computer’s mouse or press any key on the
keyboard.
On your equipment check (STB, DVD, etc) ; Power,
Signal Cable.
The TV is using its power management system.
Press the Source button on the panel or remote control.
Turn the TV off and on.
you must not have the correct picture settings in the cable box, as although they are not HD they will still be widescreen, so check both tv and box for picture settings.
