check the light switch on top of the refrig. section. If then pushed the switch turns the light off, but the light is still on with the fridge door closed - door needs adjustment.

I don't know who can change one there but I know the tops for those unit run between 350.00 and 500.00 just for the top have you tried cleaning with a razer blade like creaning the paint off glass it works great
this refrigerator sounds like a 'frost free' type, and as such can, usually, only be repaired by the manufacturer. local refrigeration engineers cannot get the parts. your fault sounds like a PCB (printed circuit board) has gone, which only the manufacturers have in stock.
The oil from the compressor has pumped up to the top part because of it only the ice maker s not workind change the lead valve of the compressor which can rectify your problem
