What are the marks below the crosshairs

They are used to indicate elevation needed to hit your target at various ranges. The distances should be indicated in your owner's manual. For instance, if calibrated for .223 remington, and sighted in at 100 yards, the first might be 200 yards, the 2nd 300 yards, etc.

Cross hair broken on my B S A mil dot 4-16 x 40 scope will any gun shop be able to repair

Yes, more than likely.
The scope just needs to be disassembled and the crosshair flange repaired or replaced.
A dealer should be able to order the part or at least fit one similar enough to work.
The trick is not to allow any moisture into the scope's internal cavity during the repair.

I own a Tasco PB-2, this scope is designated as having an illuminated red dot, and a little documentation packet that came with it states it is illuminated. Here's the problem, the damn thing is not...

It has been awhile since if seen one but I think there is a large adjustment knob on top. This has a screw slot that a dime or a penny will fit. Hold the knurled ring and remove the top, this is the battery compartment. If this is a new scope there will be a thin piece of plastic to keep the battery from going dead during shelf time. The adjustment ring is the brightness control.
