I have a HP Deskjet F4280 Printer that when you turn the power on, the ink level lights come on a few seconds and goes out and stays off. All other lights are O. K. Prints a self test page, but I don't know what it means. Can someone, besides HP about blinkinking lights, tell me what to do?

Might be cartridges are refilled. You may got doubt why its not measuring the ink levels?. When printer found new catridge(printer/system based on design) will treats that new cartridge installed & estimated level will display fully.After couple of print outs printer/system will displays estimated ink levels depend upon the ink usage. But there is no mechanical ink level sensors or any other device for mesuaring the levels..Once the ink level trated empty you need to replace new cartridge straight away,if you refilled the same catridge it wont measure the levels, because of the cartridge data code already stored in printer. ..
It is not uncommon for a refilled HP ink cartridge to register as empty. If it was otherwise filled properly, it should yield the correct number of pages, but you may not be able to get the warning light to go out.
You can try tapping the cartridge on a hard surface. This only works sometimes. Be careful not to splash any ink.

The HP 60 holds enough ink to print approximately 200 pgs. By the way, it also can evaporate from the cartridge quickly too so try to keep a refill kit or new cartridge on hand.
There is only enough ink in the HP 60 cartridge to print approximately 200 pages. Also, the ink stored in the cartridge can dry quickly even it it's not used so you may be out of ink or the ink in the cartridge has dried up. Refill your cartridge with a kit or replace it with a new one. The ink level indicator is only an estimate any way. See pg 72 of the user manual which you can obtain here:

You cannot reset the ink level for the HP 60 ink cartridge. Simply ignore the ink level indicator if you refill your cartridges. It is only an estimate of the ink level anyway. See pg 72 of the user manual.
