That means that the belt is stretched, worn or broken. You need to replace the belt. You can get replacement belts and view the manual with instructions here:
Just resolved the same problem...couldn't find a blockage anywhere, but pulled handle out of hose and extended hose as far as possible upward. Aha! There was blockage in the hose at the very bottom where the flexible hose meets the rigid part.. There is a lever which releases the entry to the bottom of the hose. A pencil, lots of coins, a crumpled receipt and general dirt were stuck. Easy to clean and now it works like new again.
