Either the cord inside is caught on something or the retraction spring is broken.
Try to pull it out further, if you can feel any spring-back then most likely the cord is caught, maybe on itself.
Either way, the canister will probably have to be disassembled to fix the problem.
Set the vacuum on the table, bench, etc. on it's wheels, remove the bag and leave the compartment lid open. All internal components are accessed by removing the two rubber side bumpers on either side of the vacuum. This is done by sliding a wide blade screwdriver at the back of the bumper in between the bumper and the plastic rear of the vac and tapping forward with a rubber mallot. Just be careful. After removing the two rubber side bumpers, turn vacuum over on it's back and pull the bottom off but only after pulling about 2 feet of the retractable cord out for clearance. You may then access the cordwinder to replace. I have replacement cordwinders available for you.
Why do you need to get to the cord assembly?
If the cord will not retract, tilt the vacuum to about a 45 degree angle and gently tug and release cord. It will usually retract.
Due to problems ensuing from untrained persons attempting to reassemble the vacuum and having to take it to the shop anyway, I recommend not taking it apart.
If the above isn't the problem, please take it to the nearest Aerus Electrolux store for repair.
Lift the front of the vacuum so the canister is at about a 75 degree angle. Gently tug and release cord. It may take a few tries, but it usually works.
even if you get it apart chances are it needs a new spring but it requires a special tool to get the rubber molding off that separates the top from bottom and sears repair guys and vacuum shops have them. I would take it to a used vac store and get them to fix it before you try yo remove the rubber seal as it will not go back on well and that will cause the machine to not get aproper seal and lose airflow.
I had the same problem and could not find the other screws. You need to pry off the power cord retraction button, you will find two more screws under there. It's pretty easy after that!!!!
if it is anything like an electrolux there is a coiled spring inside that free wheels around a hub. pulling the cord too far out makes the spring slip on the free spinning hub. you may need to take apart the vac and rewind the spring.
