SOURCE: laptop won't turn on
The blinking orange battery light generally indicates that the battery isn't working properly, usually going out and not charging properly. In this case, since the adapter will not power the machine without the battery, and it should, I'm going to say that the adapter is going out and not getting the proper amount of power to the system. Try replacing the adapter. Be sure to replace it with a Dell replacement, the Targus brand universal adapters do not work well with Dell machines, and in most cases won't work at all.

The motherboard is bad. This model had a fault where after a while the North Bidge heatsink would break off and short the motherboard distroying it. This problem is something to not fix, it is not worth it, cost more than it is worth.

Had the same problem, My other Dell charger would work fine but the original one that came with this laptop would throw an error message that the Charger wasnt recognized. None of the suggestions on the forums worked.
I held the chord by the circular flex thing at the end, and pushed in the power pin with force into the laptop, held it for a few seconds and now it works fine. If you push the pin slow and gently into the laptop, it doesnt recognize the adapter. I think the problem is either with the power chord connections inside or with the adapter inside the laptop. Try it!

nope, it is your dc power regulator board. you will note this happens if the battery is in or out of the laptop. that is the key test. some regulators are on the main board and some are seperate for this reason. I think the vostro though is on the main board. A little board re-work will resolve this issue after replacing some components, but this is way beyond a home user's ability.. trust me on this. Sorry for the bad news. Thanks!

try running ur laptop using the adaptor without the battery in it's place and run it with just the battery...note the difference....it may be a power surge/short issue....some times the battery is supplying power along with the adaptor to the notebook and the power circuit in there is not able to take dual power....check your power options setting in Control Panel...
