Unplug the machine.
1) Remove the back screen, then pull out the plates.
2)Soak them in a 1 to 1 solution of PLAIN ammonia and warm water for about 5 minutes.
3)Scrub with a toothbrush or soft veggie brush.
4)Rinse well.
5)Blow dry. Do NOT use any cloth or paper of any kind. Avoid touching the screen with fingers.
6)You can also clean the contact points with a cotton-tipped swab and alcohol.
6)Reinsert plates, making sure that they enter in the "groove" or track, both top and bottom. Make sure the contact fingers press firmly on both sides in the screen area.

My XL-15 had the same problem a few years ago. I had a broken wire on the fan, and the Ozone problem turned out to be a problem with the power supply. I had to send it in to have it repaired.

pull the unit out of the enclouser and check the bottom for a circuit board and on the board their is a glass fuse see if it is blown. Also on that same board their is a small round black fuse that is labled f21 it is a 400ma 250 volt fuse on my unit and is soildered in this fuse is just for the ozone

Confirm that the appropriate sections of the circuitry are powered up and drawing power; check the interlock switch action; toss it back to the maker because the Hi-V transformer or ladder circuit or sense or hold caps were (if testing proves) never quite functional.
