When this happens it is either because of lens problems or because there is an internal fault.
Try removing the batteries and holding down the on button while inserting batteries back. If that doesn't work you will need to contact HP at the number listed in the owners manual, so to arrange the repair.

I forgot to mention that in some rather uncommon case, a shorted memory card may prevent the camera from starting. Ensure you have tested the camera with no memory card.
Try also connecting the camera to computer via USB and start camera with USB cable connected to PC.
If lens are trying to extend or if they are stuck open, then you have a lens problem. In that case you can follow the troubleshooting available here (even if model in example is different and no error is returned): Lens error - FixYa.
If nothing else works, then the camera will need to be repaired.
