I'm not too sure how you are trying to access the router (wired or wireless) or what operating system you are using, but you will need to manually set your IP address (through Network Properties) on the computer to 192.168.2.10 (for example) with subnet mask of 255.255.255.0. If you also want internet access you will need to set the Gateway and DNS to 192.168.2.1.
Once that is set you will be able to try bring the page http://192.168.2.1 again and configure the router from there.
Once you configure the router (i assume you want to turn on DHCP again) you can set your computer back to DHCP assigned IP and DNS.

do you have apppoe connection or dhcp? release your ip address (ipconfig/release) set your modem to bridge mode then connect modem and router. try to connect.
First open the internet explorer browser. On the Address bar, type 192.168.2.1.

In order to connect your router you need to connect a modem in "bridge mode'( bridge mode is nothing but a configuration on the modem)..
this is a picture of rear side of a router,,, you have to connect the modem into the wan port of the router (above),, and in port number 1,2,3,4 you can connect your computers,
