I once had a ATX mother board, and a laptop that would not start, and i had a blank screen, i pulled out the ram memory sticks, and the computer booted up fine, its usually a sign that you have faulty memory sticks..... or one of the memory sticks is faulty.......or placed in the wrong place, or it could be that you probably have two hard drives set as master, usually one of them is set as slave, and one set as master..... not both, im betting its your memory cards, or one of your RAM cards are faulty.....

Plug your memory out, and see what happens, you probably have faulty memory, or one of them is faulty, or faulty wiring from your ATX power supply.....i am betting its the memory, but i sense it could be electrical.....

SOURCE: BIOS of ECS L7VMM3 mobo..

You'll need to enter the bios menu. As soon as you hear a single beep press the Delete key on you're keyboard. See the top of page 27.
Open Advanced Chipset Features than find and open
VIA OnChip PCI Device, Page 39
Set VIA-3058 AC97 Audio to [Enable]. Save you're changes and exit the bios. When your system restarts you should have audio.

Cheers'
Mike

What is the post order for this board? If you hear it start up, then the power supply and BIOS appears to be working. The fault will be before it gets to the video card check. Usually this means a new motherboard

Problem on booting and restart:

You have to boot up in Safe Mode or "Use the last know good configuration"

Before anything comes up on your screen you must hit either F8, F4, or F6 to intercept the operating system boot.

It will give options like I mentioned. If your machine worked recently, I would try the "Use last known good configuration".

ANd if youset up a retore point. You might want to go back to it. and restore the system to an earlier time
