after plugging in the USB cable to the camera and computer you need to set the mode button on the camera to "setup". Then the USB will be recognized and you'll be able to see your drive and pictures. I had the same problem then went and re-read the instruction manual... when in doubt... READ :)
Windows XP, Vista , or Windows 7 should be able to automatically detect and install it. Try using it
on another computer that has either Windows XP, Vista , or Windows 7 on
it. If it doesn't automatically detect and install it on that one then
the flashdrive is dead.

I have checked on the ION home page they have the Vista drives, but not Windows 7. The link is below. Give the Vista drivers a try, if it does not work let me know and I will dig a bit deeper.
Does it recognize any cd you put in the drive or is it only one cd it doesn't recognize?
Please check if the cd drive is recognized by your computer:
Click Start go to My Computer (XP) / Computer (Vista/Win 7)
and check if you can see the drive. (if it's not there you may have to reseat the drive to make sure that the cables connecting it to motherboard are tight)
check the status in the Device Manager:
On your Keyboard press and hold the Windows Key then press the letter R
once the Run box comes up type in devmgmt.msc and the device manager should appear.
On the device manager look for the cd / dvd drive see wether it has an exclamation point a red x mark or a down arrow or it looks normal.
if it has a yellow exclamation point press and hold the windows logo then the letter R again and type regedit:
On regedit go to HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Class\{4D36E965-E325-11CE-BFC1-08002BE10318} and the delete the upper and lower filters. Close Regedit and restart the computer.
if it has a red x mark right click on the cd drive in the drive in the device manager and the choose uninstall and restart the computer.
If it has a down arrow right click on the drive and click Enable.
If the above steps doesn't work or if it doesn't recognize all types of media you put in it, that might mean that your cd drive is busted and it needs to be replaced.
