Question about Bosch 24 in. SHU43 Built-in Dishwasher
Dishwasher has not been cleaning well–bits of gunk left on dishes. We've cleaned everything and think that the problem may be that the top arm is not spinning. Any idea of how to get it going again?
Only the top rack isnt getting clean?
there is a little plastic circle in the middle of the bottom of the upper spray arm. turn it counter clock wise to pull the upper spray arm from the upper rack. make sure that isnt clogged and the spray holes are not clogged. otherwise....
the piece that the bottem spray arm plugs into and runs along the back wall of the tank to the top is called a feed tube. pull the bottom spray arm out. now you can see the part of the feed tube that feeds the upper spray arm water. does it pop out freely and easily? if so then you need a new feed tube, if not then its most likely your not achieving the right water level or your impeller connected to your circulation pump(motor) is clogged not supplying enough water pressure to travel up the feed tube to spin the upper spray arm.

I have a Bosch Dishwasher Model # SHU43C07UC with the top wash arm not spinning. I still have not tried either of these recommendations yet, but here is a response I'll share from an online site I paid to register with:
"Either you aren't getting enough water pressure to the top spray arm, or some of the holes are still clogged on the wash arm.
The holes you need to be concerned with on the wash arm are the end holes and the holes on the BOTTOM of the wash arm. These are the ones that propel and spin the wash arms around. There is one hole on each end of the wash arm, and 2 holes on the bottom of the wash arm (one on each side).
If you are sure that every hole is clear, then it's just not getting enough pressure. On this machine, that's likely because of the wash impeller developing too much friction. This is not a "Do It Yourself Project". It involves taking the dishwasher out and turning it upside down to remove the motor."

Do you have hard water in your area? I took apart the filters, and both arms -- they were full of hard water calcified "bits". These things spin by water pushing through them. Are the little holes on the end clogged?
Also, I found certain dished would poke through the rack and block the arms as well.

If you are noticing that the dishes are not clean, then there are a few things to check for. Check the soap powder if it's kept in a dry environment. Also try replacing the powder with something like a gel or liquid. Next thing to check for is the water pressure and fill valve. Check if the water is filling in and the spray arms are throwing the water with enough pressure. Try and listen to the sound if you hear a proper spraying action sound.
If it seems as a low water pressure then check the fill valve. Now, check if dishwasher is draining the water or not. While the dishwasher is working check whether the dishwasher is draining and there is not much left out water after the cycle is complete. Try cleaning the spray arm with a soft brush. The water temperature plays a major role in cleaning of dishes. The temp should be between 125 and 150 F for dishwasher to clean the dishes. Hope this helps...
