I have a Mitsubishi wd-65732 rear projection TV. When changing channels on the cable box, every once in a while the picture doesn't come in, there's nothing but a blue screen. If you switch inputs back an fourth sometimes it will come in. If you unplug and plug in the HDMI cable sometimes that will make it come in. It happens with both the HDMI connections and the COMP cable connections. The play station doesn't have this problem.

I have run into this issue alot. I believe its because of a older version of HDMI 1.1. Quick solution is to hookup the cable box with component cables(yprpb) to utilize the HD picture still and then do some research to see if Mitsubishi has a firmware update on your particular model.
Light static in picture is usually caused by a bad cable connector.

Does it happen with all sources DVD, VCR ?
Are you on Antenna, Cable, Cable box or Satellite?
Does it happen on all Channels?
Do you use the cable input or audio video inputs?
The problem is usually not serious and is usually external to the TV
