Question about PayPal Accounts
That's simple, go to Paypal.com, hit the Sign Up button and follow the instructions. Note that Paypal works best for some countries. Check to see if your country is in the list. If it's not you wont be able to create the account. Then, once you create the account you'll need to insert a credit/debit card and go through the verification process. You'll need to have a few bucks on the bank account in order to go through the verification. Paypal charges your card for $1.5 and after a few days your bank statement should show a paypal 4-digit code that you'll use to verify that your account is OK. Once you go through the validation you'll be refunded for that $1.5 and that would be it.

i would recommend using a credit card that way it is easier to obtain a refund through your bank than it would be via paypal. Be very careful using paypal i have had them rip my off charging my credit card and i am not even a member!! At least it was very easy to get my money back and my bank suggested i get a direct debit credit card and have a zero balance only putting funds into that card when i want to make a purchase. Desputing funds through the bank is a simple and relatively quick process but paypal a gamble indeed. Hope i helped.

two possible ways you can test this. setup a small purchases for like .25cents to a $1.00 get on your website and buy from yourself.. or have a friend do it, and then pay them back.
you can also call
(a U.S. telephone number)
4:00 AM PST to 10:00 PM PST Monday through Friday
6:00 AM PST to 8:00 PM PST Saturday and Sunday
witch is paypals customers service, maybe they have a way they can test it, or insure that it is set up correctly.
We do not have access to your paypal account, or have any way to test this ourselfs.

As per Paypal:
Question : Can I register a credit card on more than one PayPal account?
Answer : No. For your security, you can register a credit card on just one PayPal account at a time. You may, however, register several different credit cards on a single PayPal account.
If your credit card was registered to a different PayPal account, you need to log in to the previous account and remove the card before adding it to your new account. To remove credit cards from your account click Profile at the top of the page and click the Credit/Debit Cards link in the Financial Information column.
Question : What if I forgot my email address?
Question : What if I forgot my password or my password has been locked?
Answer : Here's how to create a new password.

SOURCE: I would like to cancel
If there's no balance or transaction with the forgotten account, you need not to worry, it'll automatically be deactivated after few months but your original/existing account will be functioning properly without any hindrance or obstruction. When an account is not active or transaction being done for several months, paypal will send you an email to your email address with the message describing about the deactivation of the account, if you don't take any action, it'll be deactivated.
It's better if you can at least remember the email address [Note: your username is your email address] of your account so that you can deactivate it yourself. But still you can try to close it using the "Forgotten your email address or password?" form.
To recover your email address and your your password, use this form...
Forgotten your email address? (you'll need to provide your name full name, zip code, phone number)
To reset your password use this form;
Forgotten your password? (you'll need to provide your email address)
After you retrieve your password or recover your email address, login to your paypal account, click "profile" and select "Close Account" from the options available, you'll be presented with a warning if you are sure or not, click yes and continue with it.
I hope you could understand my instructions, if you have problem with my instructions, please let me know.
Thanks for using FixYa.
