You can't charge a battery without a battery charger of some sort. You can order a Canon charger through your local Canon dealer, or order a third-party charger here.
You can find a new charger by searching for your camera's model number (add the word "charger") on Amazon, but it might be better to get one of the "universal" chargers instead. There are several makes of these, that will charge any of the small lithium batteries used in cameras and phones, so you won't have this problem again. And the universal chargers are often cheaper than the ones dedicated to a single battery type.
If your camera came with a charger for the battery, then it is unlikely that it will charge from the USB lead.
the charger light detect the battery level charge, shows red when charging and green when fully charged.when the charger light is not lit,may be the battery dosnt hold any charge that means its likely that the battery is defective
Had that problem too in October (during vacation in Sardinia); had to return the camera to Canon for repair. They noted a change of circuit ... It 's now fully operational again
When the battery is low or insufficient the message " Change the battery pack" displays.
You can then insert a fully charged battery into the camera or use the AC adapter Kit to charge the battery.
On long trips, it is recommended to keep an additional fully chaged battery along with you so that you are not caught without any charge!!
THis is really a sign of a bad battery that is always being detected fully charge but its really drian , so it will be better for you to replace that battery.....
My Canon Ixus 70 will not switch on although the battery seems fully charged have you a solution please or does anyone have similar problems and their possible solutions thanks,

The camera was working fine 5 days ago. Yesterday when I tried to switch it on, I assumed that the battery was flat so I charged it but when fully charged the camera still won't switch on. i Please help!
