you got either a ps3 or wii connected to tv.if so unplug power lead
from socket and relocate in seperate socket.make sure the lead is
completely free of any other leads and you might just find this works.i
think the power lead creates some sort of frequency that the tv picks up
.good luck hope it works

If the set is still in warranty, call for warranty service. If not and you feel comfortable working on the set, carefully open up the back and reseat all of hte cables and connectors. This can be caused by marginal connections inside the set.
here's something you can try...remove the back and notice that there are ribbon cables (FRAGILE!) on the right and left side...alot of times these cables develope bad connections and cause the lines you see...other times the panel will be suspect. Removing these ribbon cables and reseating them have helped me determine in the past if it is a bad connection...or a bad panel
Thin white dashes on top of screen is PERFECTLY NORMAL. It is nothing wrong with the TV, it is the broadcast. What you are seeing is the very bottom of the timecode running. It doesn't happen all of the time or all channels. It usually happens with old 4:3 commercials predating "Digital TV." This is mentioned in your Users Manual. You should be able to adjust the horizontal/vertical position in the menu settings.
I cured the problem by placing a fan in front of the screen that not only blows directly on the LCD screen, but also air underneath the screen providing circulation around the entire unit. Apparently the LCD screen is overheating causing it to "trip". I can stop the blower after about 20 minutes and there is no problem.
I will never buy another Westinghouse product again as long as I live.
This problem is generally due to aged Electrolytic capacitors in the Vertical section.
Again, to save time, I invariably replace all the 8-10 El caps in this stage at one go. solves the problem, saves time, and also protects the customer from bringing in the machine again in another 2-3 months, for another bad capacitor problem.
