You need to disable the proxy
just run this from the command line or modify your shortcut to run chrome: "C:\Documents and Settings\YOUR USER NAME\Local Settings\Application Data\Google\Chrome\Application\chrome.exe" --proxy-server
look here:

Error 102 connection refused

This is most likely a firewall issue. You have a security software of some sorts that is denying you access to those websites. Or you could possibly be infected with malware. I would recommend Malware Antibytes to remove infections.

Error 102 when trying to connect to google chrome

Google chrome gives me this error:
Error 102 (net::ERR_CONNECTION_REFUSED): Unknown error.

Firefox gives me this error:
Failed to connect. The connection was refused when attempting to contact www.google.com.

IE gives me this error:

Internet Explorer cannot display the webpage

This problem can be caused by a variety of issues, including:

Internet connectivity has been lost.
The website is temporarily unavailable.
The Domain Name Server (DNS) is not reachable.
The Domain Name Server (DNS) does not have a listing for the website's domain.
There might be a typing error in the address.
If this is an HTTPS (secure) address, click Tools, click Internet Options, click Advanced, and check to be sure the SSL and TLS protocols are enabled under the security section.

Hi
If you are using the google chrome browser, there are a number of issues that would cause that error.
I would try testing with another browser to see if you can connect. ( IE, firefox, opera.)
if you can get to the net with another browser, google has posted this info.
