Hi, Dishwasher Spray Arms not Spinning
From what you are saying the problem is NOT with the soap dispenser....it is doing it's job and is opening....
The problem is that either your heating element is not keeping the water hot enough to disolve the soap or the water is insufficient to disolve the soap...
I think it is probably the heating element...
To check it for sure you would need to OHM out the lement or get an amp metter on the wire to it when it should be heating...this can be done from the front by taking off the kick plate and then running a cycle and checking for amp draw on the element when it should be heating...

The spray arms get worn and then they do not spray as they should even if they are clean....

Dishwashers use Bi-Metal strip to allow the dispenser to open/close. This strip when heat up causes the soap door spring to open up the dispenser. If this strip is not heated doesn't allow the door to open. The strip may not be getting 120V or maybe disconnected. Newer (plastic liner) dishwashers use a wax motor to open the soap dispenser. The plunger inside the wax motor slowly moves and pushes the plunger and door open. And, if this wax motor doesn't receive 120 volts, then it'll not work. Please check the voltage to the wax motor/Bi-metal strip; also inspect the connections to these. Dishes are not clean if water is hard or when more detergent is used than needed, try filling detergent cup half way. Try using white vinegar after the wash cycle is complete, run a complete cycle. Also turn down the heat on the hot water fed to the dishwasher. Try using water softener for better results. You can also add vinegar in the final rinse cycle. Make sure that your soap dispenser drawer is opening and closing fine. Hope this helps... Please post back if more information is required.
