Pogie14 if you still have the power supply email me at tropicalseas hotmail
I had the same problem and followed these steps and it worked! Please be aware that the button is small, maybe 3 mm diameter. It is indeed to the right of the main processor and in my case it was directly below a bright yellow circular sticker. I pressed the button and had to wait for the noise to stop, then the tv turned on when I pressed the power. At first there was a noise after depressing the button and it did not stop. The power would not go on at this point. The noise had to stop before the tv would power on. I had to play with the button a bit & try different things but keep trying.
You'll need to remove the metal casing over the top of the board & I had to bend the casing a bit to access the button but it worked!
Long story short:
Had the same problem with my Soyo.
Thought it was the power supply board problem that everyone else was reporting.
ordered one. Plugged it in. Did not work.
Inspected the Main/Logic board and found what looked like a black button that could be depressed. It is located to the right of main processor on the board. You can't really miss it.
With the TV plugged in, I pressed the suspect button. The TV made a buzzing/clicking noise for a few moments and the stuck blue illuminated power button faded away.
Curious by this, I pressed the power button and low and behold the TV comes to life!
Looks like I found a "reset" button which seems to have fixed my problem.
Thanks Soyo for not bothering to mention that such a button exists.
I hope the rest of you have the same good luck. In the event you are still in need of a power supply board, email me. I have a spare now it seems. ;)
