When I turn my TV on, the display is blurry red and blue. I can't even read the words when I press menu ( blurry green ). Until last week the picture got clear enough to view after about 20 minutes. Now it clears up enough to see a non converged picture. When I try a manual convergence the crosses line up but the cross is red, green and yellow. I heard a snapping ( electrical arc ) behind the lower panel. I took off the black plastic lower panel behind the outer panel and can tell the arcing noise is coming from the center circuit board. Is there anything behind the circuit board that could be making that sound, or is the center board bad?
The center circuit board is the green CRT drive circuit. that board could be bad or the green CRT could be faulty. I have access to both those parts for your model

Sounds like you need to do a color convergence. If you still have the owner's manual, it will give great detail on how to do this. The convergence menu is accessed from the video menu on the tv.
The tv has three color picture tubes, red, blue and green. The convergence alignment adjust each tube so that color from each tube overlaps each over to create a white image on the screen. Most tv's only allow you to adjust the blue and red colors.
Convergence should be performed each time the tv is moved and at least once annually.
With TV turn off Press and hold Vol- and CH- at same time ,wait untill TV turns on then you should be in service menu adjust convergence,BUT if when TV is on and you Go to menu then setup and you do not see convergence listed in menu ,you have a blowed fuse FL231
If the following doesn't work the
tubes could be at the end of life: Adjusting convergence: Note: For best
results, the Projection TV needs to be turned on for 15 minutes or
longer before adjusting the picture tubes (convergence).
To adjust the convergence of the picture tubes:
Press the 'MENU/SELECT' button on the remote.
Press CURSOR RIGHT to enter the PICTURE menu.
Use CURSOR DOWN and RIGHT to select and enter MANUAL CONVERGE.
Press CURSOR RIGHT to select CONVERGE RED or press CURSOR RIGHT
and DOWN to select CONVERGE BLUE.
A crosshair will be shown on the screen. If there is any red or
blue fringe around the crosshair, use CURSOR RIGHT, LEFT, UP, DOWN to
try and merge the fringe colors with the crosshair.
Press the 'MENU/SELECT' button to return to MANUAL CONVERGE
menu.
Press the 'EXIT' button to exit the menu.
If you are satisfied with the convergence you may stop now.
Otherwise, you can continue and adjust the convergence more using mult
ipoint convergence.
To Adjust multipoint convergence:
Press the 'MENU/SELECT' button on the remote.
Use CURSOR RIGHT to enter the PICTURE menu.
Use CURSOR DOWN and RIGHT on the cursor ring to select and enter
MANUAL CONVERGE.
Press CURSOR RIGHT and DOWN on the cursor ring to select
MULTIPOINT RED or MULTIPOINT BLUE.
A grid of crosshairs will appear on the screen. If there is any
red or blue fringe around any of them, press CURSOR RIGHT to enter
NAVIGATE mode.
Use CURSOR RIGHT, LEFT, UP, and DOWN to move to a crosshair that
has a color outline.
Press the 'EXIT' button to enter ADJUST mode.
Use CURSOR RIGHT, LEFT, UP, and DOWN to merge the color with the
crosshair.
Press the 'STATUS/EXIT' button to return to NAVIGATE mode.
Repeat as necessary.
Press the 'MENU' button to return to the MANUAL CONVERGE menu.
Press CURSOR DOWN until SAVE MULTIPOINT is
selected.
Press CURSOR RIGHT to save the multipoint settings.
There are 3 pico fuses beside the flyback tansformer(deflection board), Check for open continuity the one in the middle location# FL231. If open replace it :)

Thanks for using FixYa. To reset the picture you’ll
need to reset all the Video menu options to their original factory setting for
which you’ll need to follow this step-by-step procedure--- Press the Menu button and then use up or down arrow button to
select the Video menu. Now press the right arrow button and then use up or down
arrow button to select Video Reset then press the right arrow button to reset
the Video menu options to original values. If still the problem persists, then you’ll need to check
for local interference such as an electrical appliance or power tool and also
check the antenna. If required change the direction of the antenna. To resolve the issue of Blurry Screen, first check whether
all the cables from your dish network are fine and connected firmly. If yes
then you'll need to pull off the front of the TV, behind the speaker grill
there would be a panel. Remove the panel and check for a black box hanging over
there. It has 6 controls on it, 3 are marked as focus and 3 as screen. You'll
need to adjust the screen. If you turn these too high you can damage a tube. So
we are doing real small adjustments. Turn the color off on the TV and adjust
the red, blue & green controls up till you get a fine picture. Also adjust
the focus until you get a clear picture. And, if it doesn't resolve your issue then it is an
intermittent blue picture tube, a bad blue driver transistor on the CRT board,
a bad connection on the blue CRT board, or a problem in the RGB coming from the
video jungle IC. A set this age, most likely will run about 300-500 bucks to
have this problem fixed, unless it is the picture tube.

It sounds like the convergence drive circuit has gone bad. When that circuit goes the red, blue and green don't line up properly. Have a repair shop check it out. While they are in there have the shop clean the lenses and mirror.
According to the manual:
1) go to the "TV Main Menu"
2) Select "Screen"
3) Select Adjust Projection TV (obviously only if a projection TV).
This then allows you to adjust the TV's 3-colors. Selecting GREEN CENTERING brings up a control panel that lets you center the green projection tube on the screen. Selecting RED CONVERGENCE or BLUE CONVERGENCE lets you align the Red & Blue projector tubes. Centre the green projector tube 1st. Then adjust the red & blue until the test pattern on the TV screen appers white.
