Either the wick was improperly installed or you may not have allowed enough time for the wick to soak in the kerosene and become evenly distributed. Check the placement of the new wick and allow time (several hours) for the wick to absorb the kerosene.
Mine is missing too! Pull the front grid up, take the element out, and you will see a plate covering the wick area. Slide this plate to the left until it clicks into place. Now you're set!
If your wick is old, you might need to 'prime' it by wetting it with some kerosene.
I went to a site that has questions and answers about a kerosun heater. from what I gathered, instructions on how to replace the wick are included with the replacement wick.
