The picture tube of your T.V is malfunctioning. If your TV set is still under company's warranty then you can contact them to check the problem and act accordingly. Otherwise take your TV to a good electrician,they can fix it but if you will be asking me better have it replace because the cause of the repair and parts replacement is almost the same as a new set...

It should cost you from $50 for dry solder joints up to about$120 for a rebuild of the vertical stages.
Depends really on whether or not you get someone to call out and look at it. That can add up to $100 for this service. Best bet is to drop the set down to your local repair guy for probably a free quote. Toshiba will charge you more, as they do...
Not sure what tech you are disagreeing with. Expert Marked is way off base and appears to not know much about TV if as he said it was a picture tube failure. A horizontal line across the middle of the set is described by all technicians as a "vertical collapse". The fact that the line makes it from one side to the other is evidence that the horizontal stage IS WORKING. If the horizontal output had failed, the set would not have even the line across the middle, further, it would not even turn on as secondary voltages are created by the horizontal output stage . Someone is not telling you the truth my friend. I could go about providing you with endless evidence that what I have said is true. But from having repaired television for 25 years, I my expert attention to your problem is on the money. If you are being told this by a repair person, then seek a second opinion on the set. HOWEVER, $80 is a fair price for the repair costs, but you are being told lies about the it being a horizontal output failure.
It is good that you have the set working again.

I disagree with the tech!!!!!.
Took the TV in for repair it was the horizontal output. $80.00 and is good as new. Tech said it was a picture tube problem and I would be better off getting a new one because of the high price for parts and service.
