I have an Andis AGC2 Pet clipper and 2 Shih Tzus! This is the 2nd set of clippers that I have had the same problem. It sounds like it is working but when you try to clip the hair, it doesn't cut. I took the top off and could see the plastic piece going back and forth so I can't figure out what is going wrong with these things!

Depending on how much use it's gotten or the way it's been stored when not in use it could be a cord issue, either a wire that's not connected completely anymore or a faulty wire. Is the power going to the clipper effected at all if you bend of wiggle the cord when this happens?
On the back of the clipper it should say something like AG, AGR, or AGC does it look like any of these dog clippers Dog Clippers .
Has it got a power cable or is it a Rechargeable? Also age is a good clue?
Yep as simple as that just make sure they are a well recignised sharpener otherwise you will waste your money. You can rule out a clipper problem if other blades cut ok. Clipper Blade Sharpening
Ok you should be connecting the blade whilst the clipper is on this will ensure the blade engages with the clipper correctly, simply push the front edge of the blade into the clipper untill the latch has snapped into place.
With the clipper running, grasp the blade set by the edges and flip it down away from the clipper on its hinge. Simply slide it forward off the tang and slide another blade while the clipper is running. Snap it up toward the clipper and you're set.
This is from the Oster book: Changing Blades To Remove: IMPORTANT- stop motor; push latch with thumb while lifting blade away from clipper and slide off tongue. To Replace: turn motor on; insert blade on tongue fully and then snap blade into place.
Note: if the hinge is flush against clipper, lift it up with a screwdriver.
From me - Never take your blades apart to clean them. You can slide them one side to the other to get the hair out. (One little hair, can stop them from cutting.) You need to buy a can of clipper blade cool from oster or andis both are good, and it really helps to lubricate the blade and keep them cool while clipping. If you live near a dog groomer, petsmart or something of the like. Ask them to show you how to remove the blade and I know they will be happy to show you. I tried to submit an image from the book, but I don't know if it will get here or not.
