The jumper settings are printed on the mother board. They are slightly above the pins. The triangle is pin1

On the motherboard there will be a small set of connectors marked FPANEL, next to each of these will be a set of letters (usually PW, RES, HDD, MSG) and an earth pin, From the power switch you will see a two wire set normally black and white ending in a connector, this connects to the PW pins on the FPANEL

I am looking for the specs for a motherboard for a t2862 emachine, more specific for the connection from the mother board to the on/off switch

This is a link to an UN-Official eMachine website: http://www.e4allupgraders.info/ . I found your motherboard but NO info on the jumpers. It is an Intel motherboard but they're website has no info either. So, on the right side of the eMachine page there is a eHelp Forum. They should be able to get the right pins for your power switch.

T2862 wont work -no power goes to it.

emachine?
is it new?
if its not, then check the power supply, there should be a green light on the back of the unit. if this is yellow or not lit at all then the problem is your PSU

crack the case and make sure the PSU cables are connected properly
also while your in there check for swollen capacitors or dust

Emachine will not power up

By nothing else, from a technical standpoint this would mean literally nothing, the CPU fan, power supply fan, aux fan, disk drive not spinning up, etc. My experience with EMachines is their motherboards aint the best, have been known to take out hard drives and other peripherals to the mother board. If you are technically inclined the first thing to do is to bare out the system, Power Supply attached to the Mother Board w/ Cpu Monitor and Keyboard no Hard Drive and no Non esential boards installed, very carefully remove the memory and start it up all should be fine except it should give you a long beep from the PC Speaker indicating the Mother Board is aware there is no memory installed if it will not do this most basic of tests this is not good. If it does give you a health beep continue to install one item at a time, first the memory, the display should, if working, tell you there is a boot failure, of course, the hard drive is not connected, do so and keep on testing. Without knowing what type of mother board you have, most likely an AT with integrated peripherials the process to determine exactly what the problem is would take hands on trouble shooting. If you dont get the beep indicating the mother board cant determine if memory is installed and truley nothing else is on it is more likely the mother board. There are several good ones online that will fit your case if you want to go this route. Or is it time to upgrade ?

Can not find heat sink switches on motherboard emachine t2862

Heat sink switches? I have to assume that you're talking about a dead mother board but the fans and the LED on the mother board are OK? This is a classic eMachines problem. Their power supplies glitch and take out the mother board sometimes the power supply goes bad too.
