If this is a CRT TV then the failure of the following must be checked as it is the failure of the horizontal section..
1. check the soldering on the horiozontal coils, the linerity coils and the deflection coils.
2. Failure of the pin-amp section. the linearity section.
3. failure of the horizontal coils.
4. Open reisitors/ shorted or weak capacitors in the sections .
6. Faulty IC - horizontal/deflection circuit/ frequency and drive IC.

The vertical deflection circuit of your tv has a problem.
First, try to replace the vertical ic. This ic can be found near the plyback or horizontal section. It is a linear ic with heatsink.
If nothing happens after replacing the ic, replace all the polarized capacitor near the ic and resolder the components at the vertical section.

you will need a technician to fix it...

@circuitworld: You claim in your profile that you repair plasma and LCD TV's, but you just told someone with an LCD to replace the convergence IC's and linear buffers. First off, convergence IC's are in rear projection TV's not LCD's, and the buffer boards are in plasma's, again, not in LCD's

@gardenwc: Typically what you are experiencing is a bad video controller or an actual faulty panel, the latter of which is not cost effective to replace.

what you are doing is over **** for 300 mA, now if you will pulling some real wattage then you would need linear regulation.
just use a 10.00 ac adapter . or a zener diode .
the calculations in real time analysis is complex GE has the formula online . but a spike at 300ma will be assorbed by the transformer easilly. if you are protecting delicate circuit then a fuse will not work quickly enough , fry and blow is all they do.
a crowbar circuit is what most designers use nowdays.fast and efficient.
There are plenty of IC regulators on the market that will give these specs but I think your are over thinking your needs unless you have an exact spec for medical research.
