My laptop is packard bell, after i update the video card, the screen turns blank but it seems to be ok.

Put your old video card back and see if the screen turns blank.

Also make sure you have the new video card push in all the way.

Maybe the card you purchased is not compatible.

How can i get graphic card drivers?

Click on this Packard Bell Support Download link,

http://www.packardbell.co.uk/pb/en/GB/content/download

Click on - Link to the old page - to the right.

Click on DESKTOP
Click on iMedia (2004-2005)
Click on Driver
Click on Xp

Click on the appropriate graphics driver file, ATI_R480_Chipset.exe,
OR,
Radeon _xpress200_811.exe

Download the Execute file (.exe), and install it.

(I would also download, and install the ATI_Catalyst_8630.exe
It's the 'control panel')

How can i reformat my packard bell laptop without the recovery cd?

The recovery cd is just a Pre-Built Windows version that includes the drivers you need for your computer.
If you want to format your pc and lack the original recovery cd, you just need to get a Windows (or other operating system you want) installation CD/DVD, put it on your optical drive and reboot your computer.
On installation, you will be asked what you want to do: Fix or Install. Choose install and check to format your disk.
After installation, if something doesn't work, its because you don't have the needed drivers, so go to Dell's Support Page find your computer, download and install the drivers you are lacking (video card graphics, sound, etc.)
Hope it was helpful ;)

I bought my packard bell easynote i cant do anyting because it when i try to find the driver it just say standar VGA card , the camera dont even work. what can i do ? can i download/find these...

> I bought my Packard Bell EasyNote.

From which store?

The preinstalled copy of Windows should have the correct device-drivers for the camera & video-card.

Reinstall Windows, from the supplied "System Recovery" set of CD/DVD disks,
to reload those device-drivers.

Or, if it brand-new, take it back to where you bought it, and exchange it.

Need Driver for CameraMate

Go on Download.com and search for DVD photo maker.
You will find a bunch to try like Roxio. Yours is toooooo old. Or find an old computer with XP on it and dedicate it to that use. Probably should find a duel use software that will do those VHS tapes you got laying around too.
