Question about Samsung Televison & Video
Problem: screen is flashing on all imputs
Solution: some LN46C630K1F have a faulty jumper switch. Specifically Jumper 852 should be cut and removed per Samsung.
This is a Samsung fix according to the Geek Squad with Best Buy. However, if you do not have this problem until after you have owned for 12 months Samsung assumes no liability and will not pay for repair or reimburse for repaid. This is despite knowing the problem and how to fix.
Very un-Samsung based on previous experience and not like Best Buy to stand by and do nothing.

Follow up - ComCast had come out to house after many phone calls and checked all wiring from pedestal to house to set and then replaced all boxes (to this one set), all wiring and cables. Made no difference. ComCast said call Samsung they have seen this issue on other Samsungs but did not know what the problem was.
Called Geek Squad and they were going to replace the Power Supply before they could check anything else. Before replacing Geek Squard called their Tech Support and were immediately told not to replace but to do the fix above based on instructions from Samsung according to them.
Based on what am seeing on internet here and other sites this has not just started and Samsung and Best Buy are aware.

The first thing I would like you to check is whether it happens when you are watching a DVD or something. I really think this is a problem with the T-con board which is the most common cause of this problem. So try it and let me know.

No its not the T-con since it does not happen on all inputs. May be its a software bug. Try updating the firmware.

Where ever your signal is going into, it is not tune to the right frequency and that is why your picture is not right, and the TV needs to be replace, The TV has to be tune exactly right to receive a clear signal. There is one more thing I wold try before replacing the TV, that is replace the cables or cable, or what you are using from the cable to the TV replace it and see if that is the problem, if it is the same then it is the TV that has a problem.

1. Best Buy traded out the tv for another exact duplicate tv and both tv's have the same problem.
2. Cox Cable has been outside and inside our house and has changed many components including cable boxes, wall to cable box wiring, connectors, amplifiers, and splitters.
3. The problem I am having may be more accurately described as picture stutter and/or input lag, causing the picture to intermittently jump. There is no issue with audio.
4. I have tried both component cables and HDMI cables with the same result.
5. We use the tv only as a monitor. We use a Cox Cable HD box and a LG receiver and surround sound system.
6. We do not have this issue with our lower level recreation room Sony television and surround sound system (all much older equipment) and a Cox cable box.
7. Given we have already tried both of your suggestions, I need additional advice from you.
