Is the broken cog on the motor or the drive wheel? if it's on the motor you might be able to source a replacement motor online.
It all depends on what the sander was worth to buy new and how old it is. Generally cheaper budget sanders are designed as a "Throw Away" tool where you can't get spares. Normally it's the top end 'expensive' sanders you can get the spare parts for. As this is the car and truck section of the website my advice is very basic.
depending on the model there might be a problem with a rubber belt from the motor to the rear roller or the gears are damaged, if you provide that I can look at a breakdown and try and come up with some numbers for you. Let me know
Unfortunatly that sleeve is not available, you will need to purchase a whole new drive wheel. The Drive wheel is $9.66 from DeWalt Service Net.
