Hello,
I would advise you to ALWAYS to FIRST UNPLUG YOUR VACUUM before beginning any service procedure. It sounds to me like you have multiple problems with your power drive; a burning smell and the brushes don’t turn, and the dop is on March, 2008 – the Hoover Steam Vac Shampooer has a one year factory warranty and it could be a broken part for the brushes won’t turn or a belt would cause the burning smell. If it is not the belt or broken part it probably is the motor of which you should take it to a authorized Hoover vacuum cleaner dealer in your area or to contact the Hoover factory cust serv listed below or the Hoover website for information. If it is the motor the factory authorized dealer will replace the part for the motor and the broken part for the brushes, if it is the belt that would be an out of pocket expense. So if you need further assistance, please feel free to contact your local vacuum cleaner dealer in your area or in the yellow pages, or contact the factory phone number or website to further assist you with your questions.

Bissell carpet shampooer wont dispense water

Bad Pump. You pump is where the belt attaches to spin the brushes and also puts water on the floor. Take it to you local Best Buy to be serviced or a local appliance shop which may service it.

The brushes will not spin anymore and the switch to go from spin to locked does nothing this is on a hoover steam vac shampooer

Pull out the brush block, make sure it will turn and to see if the shaft is on it, the shaft goes up into the turbine. If the block is ok, then the turbine isn't working. You take it apart and clean out the turbine, or replace it.

Belt on steam vac v2

The V2 doesn't use a belt, it uses a turbine to drive the brush block, If brushes are not turning, either the shaft on the brush block broke off, or the turbine is bad and will have to be replaced.

HOOVER STEAN VAC 2 DEEP CLEANER

If you used any other cleaning solution other than Hoover, your Steam Cleaner will develop deposits in the turbine that drives the brushes. What happens is this:
Users pour other store bought brand cleaners in the reservoir to clean. Then they store the Hoover Steam Vac. While sitting in storage, the residue dries in the turbine and develops hard deposites, which ruins it. It will cost you about $100 to have the Hoover Store repair.
